How can I install Fedora linux using a USB flash drive (I do not have Linux)?

I am trying to follow the instructions at http://docs.fedoraproject.org/install-gu… with limited results. The page tells me I need to use the dd command. But this requires that I already have a version of Linux installed. I have tried using the comparable dd program for windows that the instructions mention, but whenever I use it, it merely copies the diskboot.img file to my USB flash drive instead of extracting all the files inside the .img file. I have also tried the program WinImage, and it successfully copies all the files over to my USB flash drive, but when I attempt to boot from it, all I get is boot error.
