Where can I find (Linux) server side thumnail from index.html creation software?

I've seen one in the last two weeks, I just can't remember where. It was open source and free, but I can't find it now. If anyone knows of this software (probably written in C/C++, python, or perl) let me know, please.

Please clarify: Do you want to make image thumbnails?
I'm guessing on this, but I think you mean a favicon. And you are looking for software "like photoshop" for linux. Use GIMP. The url is in the sources area.
