How can I copy IRC program from linux and use it in Windows XP?

I cant use IRCprogram from linux in XP.

Well, u can use VMWare player to emulate a Linux machine. The vmware web site offers lots of free prebuilt Linux images. This solution is undoubtedly, over kill.
Another option is to compile the IRC app under Cygwin.
