How can I block pop3 port in my web server?

I find pop3 port (110) and port 25 are open in my Debian/Linux server.I don't want them and want to block or delete them.I set "DROP" in iptables but it doesn't work.I delete exim4.

Does anyone know how to bypass Novell's web restrictions?

It's the most annoying thing. Im trying to download a executable or a driver and I get Novell's "403 forbidden" screen. I've seen the IT staff bypass it by entering something into the address bar. But im tired of calling them everytime I want to download something.
